Employee benefits materials—enrollment guides, summary plan descriptions (SPDs), summaries of benefits and coverage (SBCs) and the like—contain critical information plan participants need
to make informed decisions about what benefits they choose, to understand how those benefits work and to access the coverage they have.

For participants with certain disabilities, or for whom English is not their primary language, these materials can be an exercise in frustration rather than the helpful tools they were designed to be.
